This song definitely speaks for those downtrodden all over the world every single time. For the Western Hemisphere, that certainly is about the Caribbean neglected in a storm again, and all the areas that somehow aren't deemed evacuation zones despite a beach next to them.

By the way, both videos of this classic, his best song of many ever in my mind, was directed by Spike Lee.
